on the evening of 23th july 97 a police mini bus is
going to take andrew jackson to berlin airport. there,
the young liberian will be locked up bundesgrenzschutz
(bgs - federal border guide) cell.

on july 24th he is supposed to be deported, accompanied
by two bgs-officials, first by KLM to amsterdam at 9.10 a.m.
and from there to accra in ghana at 11.05 a.m.

when jackson is first deported to accra in april 95, with
substitute papers issued by the ghanaese embassy in bonn,
he is arrested, questioned and senterced to 2 months
prison, because his application for asylum is said to
have harmed ghana's reputation. after his term in prison
he is deported on the grounds of his liberian nationality.

but jackson had pretended to be ghanaese in january 95
because employees of the ship assurance company pandi
services had strongly advised to do so, or else he and
seven other stowaways would be taken back to liberia ot
to russia. they said that germany didn't want them in
any case and would send them back to africa in chains
and full of drugs.

unfortunately the latter claim is not even a lie. for
those willing to return the insurance agent offers a
premium of $ 50. the insurance company is successful
with this much used practice.

only jackson and a few other stowaways are not deluded.
jackson puts down the name of a ghanaese friend whose
family he has sometimes visited in tena. apparently the
ghanaese embassy had had an emergency travel certificate
(tc) in this name only 3 days after his arrival in
rostock without him ever shown up at the embassy.

such a document with the current adress at pandi services
bremen does exist and after the refusal of his application
for asylum jackson is deported to ghana with this paper,
regardless of the fact that the birth dates in the tc
and the asylum hearing differ.

in 1996 jackson escapes again as a stowaway and arrives
with 8 other liberians on a greek cocoa freighter in
hamburg. after a short time in remand pending deportation
he manages to apply for a asylum, this time with his real
name. one month later he is arrested as issaka abdulai,
because a comparison of his finger prints reveals his
earlier immigration. during the 6 months of remand
pending deportation he is presented to three african
ambassies in bonn, amongst them the ghanaese one who
supposedly had provided him with the tc 18 months before.
however, none of the embassies issues a tc, so that
jackson is set free as andrews jackson, nationality unknown.

that was in september 96. since then, the regional magistrate
of mecklenburg-vorpommern which has been responsible after
jacksons dischargement has charged andrews jackson back into
issalia abdulai and has got him a new tc from the
ghanaese embassy via pandi services bremen.

on may 2nd 1997 his deportation from hamburg to zuerich via
swiss air was supposed to take place with this paper that
draws its only legitimation from the first paper issued
in january 1995. but on jacksons demand to be given the
tc, the pilot refused to take a liberian with false
papers to ghana.

now the time has come again. in spite of all assurances
the ghanaese embassy now seems to act according to orders
from accra. there and in bonn, an agreement of readmittance
is being worked on between the 2 governments, that should
oblige ghana to take back all black african refugees from
germany, regardless of a different or unknown nationality.
this, kanther wants to fill on of the last gaps in the
deportation system.

we all, who are reading this are calling for people to
use their imagination in order to protest in any way
against this concrete and thus all deportations within
a very short time.
