Push for Bandwidth but Here and Now --> Don't forget the technologically poor

I have readed the work maked by The Society Of Old And New Media about the
bandwidth and the concept about that the bandwidth is the capital in the
information age, a new concept in our analysis. I'm growing...
I want to make a note... perhaps off-topics

I hope that we/you never forget the low-tech users of the net.
When we/you project a website we *must* project a powerful and state of the art
HTML, with frames, java, javascript, activeX, shockwave etc. but we don't forget
many people (in Italy some statistics say about 20% of the young users) surf
the web with "flinstones" browsers like Netscape 1.00 or 1.2x (or the MS
Internet Explorer 2.0 that Windows95 give you inside the O.S.). I know many
people that can navigate not all the Internet because they have a low-tech
hardware like IBM PS/2 386/4mb or 486/33mhz 4mb and in system like this even the
Navigator 2.0 is NO SUPPORTED from the system, so the necessity of make another
little bit of work and when we make a "state of the art" :-) page always
provide an alternative page... a "text only version", obviously when make a
t.o.v. it's possible, but I see that the majority of the high tech pages are
turnable in simple text only grey page (I don't like it, but I think it is a
necessity)
